The channel exists. The question is no longer whether to try it, but in what order. Because unlike Google Ads, the outcome here is not decided by campaign structure but by what sits in front of it: measurement, destination page and an honest expectation.

This piece puts the five questions that should be answered before the first euro is spent. The assessment of the launch itself sits in our piece on ChatGPT Ads in Europe.

1. 1. Are your customers even there?

Ads appear exclusively for logged-in adult users on the free tier and on the ChatGPT Go tier. Anyone paying for Plus, Pro or Enterprise sees no advertising.

That is not a footnote, it is the first filter question. Your reachable audience is systematically narrower than in classic search advertising — and it tends to be less willing to pay than the part of the user base already paying for the product. For an offer whose buyers, in experience, sit in paid tiers, that is an exclusion criterion rather than an optimisation topic.

Check this honestly before talking about budgets. The question is not "can we advertise there" but "are our customers there".

2. 2. Is your measurement ready — today, not later?

This is the point where nothing can be repaired afterwards. In a documented US test by the agency Symphonic Digital, the platform reported 53 clicks while 35 sessions arrived in Google Analytics. A difference of roughly 34 per cent, noticeably more than the leakage familiar from Google, LinkedIn or Meta.

The cause is mundane: without consistent UTM tagging, part of the traffic lands in reporting as "Direct" instead of as a paid channel. This cannot be corrected retroactively — the sessions are then attributed wrongly, and permanently so.

Three things therefore belong before the first ad:

  • A fixed UTM convention, standardised across all destination URLs: `utm_source=chatgpt` and `utm_medium=cpc`.
  • Conversion tracking set up via the OpenAI pixel or the Conversions API. The conversion-optimised bidding models build on it — without a data basis the system does not learn.
  • A lighter intermediate goal while bidding is still on reach or clicks: an engaged visit with scroll depth or interaction. That improves your own reporting considerably over "clicked or not".

3. 3. Where do you send the clicks?

In the US test, one decision clearly paid off: traffic did not run to the home page but to a dedicated landing page for precisely this audience.

The reason lies in where the click comes from. Users arrive out of a narrow, very concrete conversation — their research is largely finished inside the chat. A general home page creates a hard break in context at this point: the visitor would have to look up the answer they just had all over again on your website. The landing page here is not a waypoint, it is a closing page.

This is also the only item on this list you can implement fully without access to the platform — and it pays into every other channel as well.

4. 4. Are you planning a learning budget or performance?

Reliable German price data does not exist yet. The US test does show a pattern that, in experience, appears regardless of channel: the platform's forecast displays a bid noticeably lower than what turns out to be necessary. Bids of 3 US dollars there produced no impressions at all; only at around 12 US dollars did delivery become reliable, at an average cost per click of about 9 US dollars.

Those are single-case figures from a beta, from another market and from an expensive B2B segment. They do not transfer to Germany. The pattern behind them probably does.

The practical consequence: plan the first test not as a performance campaign but as a learning budget with a clear run time and a clear stopping condition — both written down in advance. Expect the bid to need adjusting several times before anything is delivered at all.

5. 5. Can you steer without keyword reports?

Steering happens through context hints: descriptive pointers to the conversation topics you want, not exact keywords. OpenAI states itself that these guide the matching but do not guarantee delivery.

What is missing is as telling as what is there: no demographic targeting, no reporting at the level of individual queries, no keyword reports. Anyone in the habit of steering campaigns through search term lists loses their most important tool here.

Your own measurement environment is therefore not a supplement but the main source. And the metric that matters is not the click-through rate: a click out of a conversation is a deliberate interruption of what the user is doing. It is rarer than a search click, but more intentional. Optimise for click-through rate and you produce sensationalist ad copy and unqualified clicks.

6. What this has to do with visibility without advertising

Paid and organic visibility in AI systems follow the same logic. Context hints describe conversation topics instead of search terms — anyone who wants to appear in the chat is competing for thematic relevance inside a conversation, not for a position in a results list. And pages that answer a narrowly framed user question directly and completely win in both worlds: they are more likely to be cited by AI systems, and they convert paid chat traffic better.

The work on measurement and destination page is therefore not preparation for a channel but groundwork that is due anyway. The channel is new — the homework is not.

7. Conclusion: the right moment is not the same for everyone

Access runs at launch through the OpenAI team and certified partners; a self-service route has been announced. For a mid-sized company with no connection to one of the launch partners, that means the channel exists but is not yet directly accessible.

Anyone concluding from this that there is nothing to do right now is confusing access with preparation. Everything that decides the outcome can be built beforehand.

Our assessment: for most mid-sized companies the right moment is not today but the moment self-service access opens — provided tracking and landing page are in place by then. Lay the foundations now and you start with an advantage instead of paying tuition fees.

8. FAQ: the key questions

When can I run ads in ChatGPT in Germany?

Since 24 August 2026. OpenAI opened the advertising platform that day across 31 European markets, among them Germany, Austria and Switzerland. Access runs at launch through the OpenAI Ads Solutions team as well as through partner agencies and technology partners; a standalone ads manager has been announced.

Who sees the ads?

Logged-in adult users on the free tier and on the ChatGPT Go tier. The paid Plus, Pro and Enterprise tiers stay ad-free. The reachable audience is therefore noticeably narrower than in classic search advertising.

What does a click cost?

Reliable German price data is not yet available. In a documented US test, bids of 3 US dollars produced no delivery; only at around 12 US dollars did the campaign run reliably, at an average cost per click of about 9 US dollars. Those figures come from a beta in another market and an expensive B2B segment and do not transfer — the pattern that the displayed forecast sits too low, in experience, does.

What do I need in place before the first ad?

Three things: a fixed UTM convention for all destination URLs, so the traffic does not disappear into reporting as "Direct"; conversion tracking via the OpenAI pixel or the Conversions API, because the conversion-optimised bidding models build on it; and a dedicated landing page instead of the home page, because users arrive out of a very concrete conversation.
